Remember, just because your meter reads good voltage, doesn’t always mean you have a good current carrying path. We might try Superman's suggestion of running a new wire from 24v terminal on the fuel pump over to the 24v terminal of the voltage regulator, but I don't have a good understanding of how that might solve this. Still checking...
