You are stuck in limp mode as pointed out above, read the supplement about putting a jumper on the acc plug at the TCM and read the codes.
I was confused as you were saying it shifted but would not go into OD

That is helpful, there are two different transmissions and three different gear ratios available in the HMMWV, I will let others comment on your request.
You have a 4 speed and 3.07 gears
If the TCM is getting enough power that it is shifting then it is usually the lamp or the wires to the lamp.
Wire number 675B should be hot with 12V all the time, the other grounds in the TCM to turn the light on.
IIRC the "hot" (12V) is the contact in the harness plug that the light is plugged...

The OP asked about tire/wheel issues, many have gone to say 17" etc, we see it all the time here, I don't see why that would necessarily be an item for the hot rod/mods page and I don't see why the conversation had to go negative respectively or not.
The only ones I have seen lately are sub 10K trucks, both of the basic M998 trucks I bought had the off road stamp, all the 10K and higher trucks did not have the off road stamp.
If it says "sells with clean SF-97" you should be good to go. (depending on YOUR states attitude toward the HMMWV)...
If the injectors are rusty on the inside then the engine had/has water in the cylinders and is now likely seized.
Put some marvel mystery oil in the injector holes and hope for the best after soaking for a while.
The "died after a heavy rain" seems to be key, if you got water in the engine then...
The regulator on the 60A is well known to fail in this way, can go back and forth charging OK, not at all to wide open, usually ending in a no output state.
Most replace the reg. and brushes or upgrade to a 200A system, that option is getting pretty pricey though.
