I am not sure what you are saying. This engine develops vacuum with a vacuum pump. There isn't any real vacuum in a diesels intake manifold like in a gasoline engine.

Also check the ground wires coming from the front battery, make sure all of the connections are tight, at the body and the wire that goes to the engine block.
You need load test the batteries, take them to AZ and they will test for free, easier and cheaper than immediately changing the starter. Sometimes a bad cell in a battery can make it look good until it is under load. Clicking relays are usually a sign of low voltage. Could be a bad connection...
? You do not need the alternators hooked up to start the vehicle. But of course no one would leave it like this for any length of time. It sounds like a wiring problem or a bad rebuild to me.
Well, 195 sounds like the temperature is right where it should be if it has a 195 degree thermostat. If you are not getting any heat and the engine is hot I would verify that the heater hoses going to the cab are both hot, then I would check that hot/cold damper is actually moving like it...
There was a picture on here not long ago where the tools were all mounted on the front bush guard. I am sure that it was custom, but it looked really nice.
If you have a visible fuel leak, especially around the fuel filter you need to take care of that first. Then if you still have a problem I would look at the glow plug system next.
On a cold engine, when you first turn the key on, check the voltage at one of the glow plugs. You should see about 12V.
To charge the batteries you do not have to disconnect them. Just put the charger across the battery as you would any car, except that you have two of them.

Don't get ahead of yourself and replace everything just yet. You should still do the tests, there is still the possibility that it is just the glow plug relay. I had an intermittent one on mine that was hard to find- sometimes it had 12V going to the plug and it always made the audible click...
