Yep. The only thing holding them are the top bolts. If they have been on for even a few weeks the gasket will tend to stick the can to the mount.

If you have removed the 2 bolts circled then all you need to do is take your fist and hit the bottom side of the can and it should pop loose.

Do you have a EGT or boost gauge ?. Sounds like maybe the turbo took a dump. Might remove the inlet pipe and see if the compressor wheel spins free. 2cents

I just clean the inside of mine with some paint thinner and a scotch brite pad.

Leaving the can off won't hurt anything. Just my 2cents but I have been using the 3113 filter for the primary. With the ears in the center of the cartridge it self centers on the seal surface in the filter mount. I also changed to using the 3540 for the final filter because it is a 6 micron...

I would start by removing the front drive shaft and see if the problem goes away. I 'm thinking like 3rdmdqm that the drive line is wrapping up.

Nice install. I like the way you made a clamp style mounting and not having to drill holes. I wanted to get one that had the red and white lenses for my deuce until the price on them went through the roof.
