I have a question. How do you oil the air pack? So far, that is the only thing on my truck that is working correctly, so I haven't given it much attention.
Do you have the "J" shaped steel clip installed over the engine stop cable? I did that once. It started but barely ran. That's the kind of mistake you only make once.
It sounds like you have a lot of air in the lines. You should top off the master cylinder and bleed all of the wheel cylinders. Also look for other leaks. It can't hurt.

Can you put the pto in nutral (engine off) then go under the truck and try to turn the output shaft by hand. It should spin. I think what is happening in your case is that the oil in the pto is causing the shaft to spin.
