What is the condition of the batteries? Older batteries with higher resistance cells do not load an alternator much and can allow the voltage to drift high. The alternator and regulator may be ok.

I want to move an LMTV on which the water pump is not turning (bad bearing and the belt is off). It will have coolant in it, just no circulation. Previous owner had been driving with the belt on with no over-heating, but with high risk of shaft failure.

The material in that elbow looks like a sintered metal filter, basically a bunch of metallic balls fused together with air passing through the interstitial spaces. You might try soaking it in various solvents.

Your batteries are not charged according to the voltages. You should see over 24v and over 12v WITH a light load. It still 'clicks', right? Measure the voltages while trying to start the engine. You need to evaluate the batteries, or the charger.

A flow control valve is not like an orifice that works both ways. It acts as a check valve, with free flow in one direction but restricted flow in the reverse direction. Some are fixed flow, others are adjustable, and this looks like a fixed type.
