You have to take the retainer off at the motor end to pull it all the way out, if it is not broken. It may of just broke the end off at the motor.
I would just try to push it back to the motor end and see if the motor turns it. It may not be engaging at that end, or it is rounded.
If you could pull the cable out, then cable is broken. There is keepers on each end to keep you from pulling it it out.
So I would say the cable is broken. It does happen if you do not keep it lubed.
I have replaced 3 or 4 of the spring brake diaphragms and they have worked fine. But it does make you think about that big spring setting there
ready to get you. The two diaphragms needed are a t12 for service and t16 for the spring brake side.

Sounds like you are sucking air from some place. I would start at the lift pump and put a hose on it and put it in a can for fuel and see if it will prime, Then just start working to the tank. Good chance it is the fuel tank valve, or old hoses. Does it do it on both tanks?
Glad you got her going. I was working on my friends truck this week and found the same thing "oil in the coolant". So I guess I will start will the oil cooler.
