The IP governor and related parts are lubed by crankcase oil and the fuel would not normally come in contact with any of the parts.

Chris, the shunt is a low ohm resistor used to measure current indirectly by monitoring the voltage drop across it. If you are not interested in the current, it can safely be bypassed or removed. Typical voltage drop is 25 or 50 mV and won't have any effect on the electrical systems on the vehicle.
As I have previously suggested, do install a switch between the new light switch and supply voltage, it is an electronic device and should (must?) not be connected to power when cranking the engine.

The buzzer (and warning light) is operated by the low air pressure switch. If the switch isn't working neither will work. The switch air supply is at a dead end of the air circuit and water may accumulate, which will freeze under the right circumstances. An alcohol vaporizer would probably help.
IMHO, in line with the heater core will reduce the flow to the heater and impair its function. I would plumb it as a parallel loop to the heater and possibly have a shut-off valve to select either the filter or the heater.
