Clean the filter cans and put new filters in. All and any parts you need can be got from dealers on this site.
Why not try loosing the outlet pipe from the tank and...

I simply take a picture, And place it with all and any others in descriptive folders, (I save on my computer).
Resize them all to the "Site requirements". (And that is any site).
And Attach them using the site methodology,
They come out clearly enough, Including words.
And of course, The old adage comes to mind, "If it ain't bust," Don't (Try) Fix it".
Just check everything first, take some tools and fluids with you.

(As) Possibly, the brake shoe anchor point adjustments need correctly setting?
Bobbed is (rather bad!) But..In the name of safety, Check that the air assist pack is working. As, (It seems) It obviously is not, and as a result you have no 'Power assist' braking at all.
Check and Fix that issue ( If inoperative) and you will have full (Old military truck!) braking ability.
When the vehicle 'stands' for any length of time the (Ridiculously! Designed) filters( Ensuring NO oil for quite a while on start up) drain out raising the oil level in the sump.
Thus, When checking the oil level, Run the engine for a minute and check the oil level again, whereat it should...

I have always serviced the winch ropes with OMD 110 A military medium grade engine oil. They are all still in perfect condition, and have (All) been used in 'anger' occasionally.

The 'click' you hear if somewhat regular, and after air pressure builds up, could be a faulty Unloader valve. That is mounted on the firewall in the engine ompartment.
Get electric wipers, and the blades they Accept (!), that is a definite 'must do'.

When I had that samr problem on the M54A2 after MUCH messing arround, I turnes out to be an air leak.
I am going to look at his (Our members) truck tomorrow, and "plumbing" for the first primary filter drawing...
