You will have to check with your state DMV. Some/Many/All (?) states will credit you the state sales tax you paid out of state when you register your vehicle in your state. That credit may require a reciprical agreement, and you may still have to pay local taxes.
I've seen the boxes made of carbon plate steel and some of galvanized steel. Haven't seen an aluminum one yet. The ones I've seen have had the bottom of the box bolted onto the top rail of the bed, so there is no floor to the box.
