Well, first you need to know if there is asbestos in it. Not all have it, and I only know the very old vans fairly well.

That's what I was going to write. Back in WOC school, we had a 3 day course on several "Tool Kits", and the HISTRU was one of them we all had to make two hoses. And that tool seems to ring a bell as a larger hose flaring tool.
I did just look at one of my regulators, it has a rather "soft" potting material, it could be silicone based, I have no idea how you would go about de-potting something like that.
