check battery connections and check grounds ensure the block has a good ground back to the battery. The military usually runs a wire from the battery back to the block. I have seen people take a short cut and ground to the frame than the block looses its ground through the rubber mounting points.
Sounds like the shut down control, there are 2 coils in them 1 is pull in when cranking and the other is hold. as the hold coil deteriorates over time it will start to let the fuel shutdown lever drop back down. you can wire the shut down lever in the up position to test the theory.

I know as far as tractive force my 1st gen dodge ctd had mor pulling ability than a duce with a ss water tank on it. Had they filled the water tank before trying to pull the dozer the outcome might have been different.
The lmtv is a pulling machine. last winter I pulled a case w24 that had slid off the road back on it and a month ago I pulled a 12 yard end dump out of a soft spot it had sunk its front axle into.
