You could park it on your property, get the form 97 now, and wait until it is old enough to be historic, they may make you fill out a reg 256 stating it was not operated and require a copy of the tow bill for moving it to your property.

Are you connecting the converters together of keeping them separate?
The grounds should be separate and the 12 volt circuits should not be chassis grounded

If it is not 26 years old it can not be registered historic. If it is not historic if will be subject to CARB
Second issue is in CA to drive a 3 axle vehicle over 6,000 ( yes 6 not 26) you need a class b
