    The relay is energized with 12v from the ignition circuit and sends 24v to the starter via the purple/white wire.

    As said check the purple wire with white tracer at the starter to see if you are getting power there with the key in the start position, if so the starter is probably bad. I had the purple wire chafe against the vacuum pump and cause all kinds of start problems.

    My heater was not working when I got it as well, the fuel pump electrical connection was unplugged, an easy fix. PM sent on box parts.
