Well, there is a wiring diagram for the A2 in the stickies, I don't know if the harness stayed the same for the A3, but that might be a good place to start. IIRC, there is a CB on the firewall.

Take a 5 gal can of fuel. If the FSOV screw screwed in won't make it lite, go directly from the pump into the can of fuel. see if it will fire that way. Other issues are the primer pump lines and o-rings, If it won't lite directly from the bucket, isolate the primer system and give that a try.

Can you run it directly from the clean bucket of fuel to the pump and it fires? try removing the lines at the tank and blowing backwards through the system, a chunk of debris could have been sucked into the lines.
Not hogging info, just making it less likely that someone takes their junk apart, re assemble and end up shooting themselves in the foot by getting something wrong and having an engine ventilate itself. It happens, I have seen it. Agreed, most people that have one of these can possibly handle...
I used to go to the local shows with the SCMVCC. We would pull up and park. All the car dudes were polishing their junk. i would pull out a can of paint and touch up the camo job. and WE would get more traffic, questions, lookers than the car guys.

Yeah, you can use the alt to bar the engine, but it will only turn reverse rotation. That is OK. OR, just use the damper bolts to turn it. Be careful, you can shear the pin if you turn the engine too fast.
Did the pump shop stand check you old pump? What do you mean by "different governor"?
Compression pushes back past the pintle and goes back into the pump, it pushes the fuel backwards through the system and through the return, shows up as air. It has been a bit since I messed with a GM diesel or HMMWV but, IIRC, isn't there a shut off solenoid on the pump? See if there is battery...
If timing slipped, there is usually white smoke involved, but not always. He needs to do as Simp or SD have suggested. Split the issue in half, troubleshoot the engine, check timing and fuel pressure. If the engine is not doing what it is supposed to do, the trans can't do what it needs to do...
