Seriously, I'd soak the fitting with PB Blaster or something. And yeah, absolutely outside in a good breeze. I doubt you will hurt the tank (the fitting would be more likely to break I would suspect).

I've seen damage like that caused from the forward ujoint grenading. It hits the pavement at speed and makes a hell of a show as it tears loose. If it were the front shaft forward of the transfer case, it's a far more expensive issue. But if that is what happened to this rear shaft...
Those pressures are normal (58 psi HWY, etc). Well, normal for the truck (not really the tires). You should land that ground, but it is redundant.
You can raise those pressures and many here have. Solutions range from $10-a couple hundred.
