I have access (as in demo samples) to VERY large 24VDC motors. This would be a very interesting project that I might want to get involved in to see what my motors can do. Currently they are powering hydraulic braking for subway trains....
I have a bucket truck that has a tandem generator/hydraulic pump that runs everything. The truck engine is shut down and the pony runs everything. The hydraulics are too small on this one for a wrecker but I can get pics of the setup for ideas.

The effort to turn the steering wheel is assisted by the aux unit. Ultimately there is no additional torque applied to the steering box (except like Clinto mentioned you lose the "Armstrong" fuse). I don't know how else I can explain this.
Did you go all the way to 1st right away? If so the tranny saw the error of your ways and did not downshift as commanded. Its best to click down one at a time until you find the right gear.
