Cant quite figure what you are trying to ask here, But I have a master switch on all my vehicles. And when I require the vehicle to fire up I simply turn on the master (isolator switch) Then fire up and go. The only delay is if I have to walk round to turn the master on if it is on the battery...
Should be an easy fix. The wire positive goes to the horn, through it, out to the steering column and is then Earthed by the horn ring. The resistance to Earth blows the horn. Check that power goes in to the horn itself, (And with the earth off (that is the other wire coming out)). Ground that...
