If they are old style re torquing MIGHT help. New style, nope. The old gaskets don't have any sealing media, like a silicone strip or grommet around the oil and coolant passages and are a multi part gasket. New style gaskets are like FelPro gaskes for say a SB Chevy and have seals around the...

If it only goes to 1200, Make sure the tach is correct...sounds stupid, but I have seen that! Make sure it is getting full travel on the THROTTLE SHAFT. Should be 37 degrees of travel. If the shaft is scored the shaft will stop and the lever will break over and make you think is going to full...

The SF97 is surrendered to DMV or the service that is doing the registration process. If your seller says he has both the SF97 AND registration, I think he might be confused unless he/she made a copy of it. A word of advice, DO NOT use DMV. Go to a registration service. No paperwork, no sale...
