I am not sure (I am away from home, out of the country at the moment), for warm weather you want it so hot air is not sucked in. You should be able to look at it and see when it is closing off the hot air side.

If looking for multiconductor cables that will handle 100 amps, you will likely need to look at tray cable, not at SO cord, I think the largest SO cord is 2 AWG and is rated at most 95 amps by the NEC.

The low voltage unit is probably a problem with a bad diode in the rectifier bridge (easy fix), there should be testing procedures in the TM, or may be the voltage regulator, or less likely a problem in the windings.
