The plunger is lapped to fit in its bore....within a few microns.
Rust particles from the old fuel tank can make it through the filters and cause it to stick.
Compress the spring and remove the "keepers" to free it (images in a previous post) then check all the parts for signs of scoring etc.

The wiring and connectors for the deuce starting system is generally 250 to 275 amps throughout, including "00" cables and connectors (slave) for a continuous rating. If current is higher, expect some temperature increases.
The NAPA 3511 is a 10 micron filter and not well suited for a primary water separator/filter...
The original mil-spec primary is 40 micron for the deuce. For comparison, the primary for my xm757 8x8 is rated 50 microns..

Edit: When it opens, fuel goes back to the fuel tank. It is spring loaded and the nut should be tight and does not effect the calibration.
I looked at the housing and the thermostat fits snuggly in it. The moving part of the thermostat slides in and out of an opening also with a tight fit. There is no separate seal. If the opening for the moving part is corroded, you'll need a new housing not a different T-stat....
