Welcome! Bigmike summed it up. I have had mine for a few years, never an issue with LEO or registration. If you go thru GL, DO NOT go th DMV, find a registration service. Parts are plentiful and they are easy to work on. Storage of it and what you accumulate as you go can be an issue.
The cable is tight? Does it move when you pull the handle or is it stuck in the cable housing? If it's stuck, pull it off and give it a good soaking of your favorite flavor of rust getter, flex the housing around a bit, be carefull not to kink it. Is there a grease fitting on the housing? If so...
The pump can move a 1/4 inch or so. Maybe try loosening the mount bolts and turn it CCW and see if it will give you enough room. If that doesn't do it, speedo shops can get 1:1 offset drives.
Make sure you bleed the PeePee out of the hydra vac.
I did an M8 and there is still an issue with the pedal being mushy and no pedal until you pump it a few times. I think it is a residual check valve issue. The adjustment you did sounds correct. Did you do anything with the booster?

3065061...this SHOULD be long enough to use for the CC vent also, but I am going off of...
OK, I was able to locate the one from a 1988 400 hp engine that, IIRC is a bit longer than needed so it should work for both the turbo drain and the cc vent.

This was brought up a week or so ago. DO NOT use the silicone heater hose from NAPA or any place else. There is oil rated hose that jwaller stated, but there are also hoses that engine mfgrs use that are like silicone, but better. They are thin orange or blue hoses designed just for the oil...
