Only time I ever saw anything like this was in the back of some M939 series at APG during LT school. They honestly looked like they were manufactured there, which wouldn't have been surprising since most of the ordnance (and thus, allied trades) MOS and NCO schools were on that base at the time.
Title number is essentially an additional serial number for that vehicle that is NC specific. It gets used during issue and renewal, it also changes if you go from a Lien to no-lein. No idea why NC does this.
