Not having a baffle inside the tank would make cleaning the tank much easier! Mine had the baffle and it was a bear. Good idea using the xylene. I'll remember that for next time, although I hope there isn't a next time.
I've also found that putting a thin film of silicone grease on the seals and the covers makes them much easier to install and remove and eliminates a lot of friction between the bare steel and the seal. I'm not sure if this is recommended, but it works for me.

You can correct the year on your title with the state. It normally isn't that difficult. I would recommend doing it. I think 53 is a good target on the CTIS. The wheels are rated at a max of 60 psi and any higher you are getting fairly close to the limit on the wheels.
Make sure the valve is shut off. Then, go to NAPA and buy some new rubber seals for the gladhand. One of the first things I do when I pick up a new MV is replace all the gladhand seals. The gladhand covers are only there to keep dirt out.

My M35A2 is a 69 Kaiser Jeep with a D turbo. I routinely get 10-12 mpg on the highway when I drive it very conservatively. I try to maintain 52 mph as the vibrations seem to fade at that speed.
