Did you replace the o-ring, or re-use the old o-ring? If you didn't replace the o-ring, you need to replace it. Once an o-ring is deformed when making a seal, it needs to be replaced as it almost always leaks.

Due to the weather you have in Alaska, I would recommend a Deuce with an ether starting system. In my experience the ether systems work better than the manifold heaters, but others might have other opinions.

This is a 28 volt system. The alternator should be putting out 28 VDC. 24.5 VDC is too low.

Have you checked the engine compression? If it is oil, it is most likely either worn rings or valve seals as Wolf suggested above.

Have you checked valve timing?
