I've salvaged quite a few vehicles that have sat many years.
Look for any obvious damage.
Make sure oil & water are full.
Add some fresh fuel.
Jump it and run it!
I've seen batteries blow up while being jumped, and saw one blow when my mother simply turned the key on.
Never saw any serious damage to the vehicle, but the acid can sure hurt you if you can't wash it off FAST!
FWIW- I've never been able to get a frag to detonate in a fire, or from another...
The battery can't "try to draw" more amperage than the converter puts out.
And again, I'm sure there's a way to regulate it, but I don't know how it would be done.
I use two RV AC to DC power converters connected in series to make 24 (actually 27) volts for parts testing.

With an output of 13.2 volts it will charge a battery pretty well. Most automotive charging systems put out 13.5 to 14 volts.
A cutoff switch between the converter & the batterry, and a gauge on the battery, would tell you when it is fully charged.
I'm sure there's a way to regulate the charge...
One of my trucks has the covers. I tell people it's Kevlar. They nod and say "That's what I figured"!

Where does it sound like the popping is coming from? Front, back, left, right, under the hood, transmission? Does it only happen when you're sitting still? Or...
