if your talking about the steer axel, the seal inside the housing (axel shaft seal?) is bad. parts are not expensive. only odd tool you should need is a slide hammer to remove the retainer and seal.

chains can make the difference when used with a little common sense.
trying to navigate grades with ice and snow can be a challenge to say the
least!
I have never had trouble here in MI with the law about running chains on the
public highways...
