If you have access to a pressure washer then spray it down. If its just flaking pain t it will come off and you'll be able to repaint it. If it is a crack it will probably only come off around the area of the crack. Then you'll be able to see it better. And after you're done, if it isn't cracked...

While USMarine sounds more like a compression release/jake brake sound.
Maybe your valves are adjusted too tight on one cylinder. Have you done any work on the top end recently???
