Shocks can only be tested on a special test bench. And without the specs you can not say whether they are good or bad. However, these look like unused, so they should be ok.

Why this question? The answers are given in SAE J847 and SAE J849. The three inch tow eye is always 1.62 inch in ring thickness, the 2.36 inch tow eye is always in 1.5 inch ring thickness (copied from SAE J847).

I forgot to add a pic of a civilian rig hauling a 25 ton tank on a civilian 40 ton trailer (gross). The Faun tows a 25 ton ex Bundeswehr low bed trailer with a Hotchkiss on it. The blue Semi is the professional way to haul a 65 ton tank.
That is the legal way in Germany.
