I have drained my filter numerous times and I never get any water. Then again, I usually always have a full tank of wmo/diesel/gasoline blend fuel (less air to form condensation in the tank) and i drive my truck a lot. Maybe that combination keeps water away? Not sure.

If you could get the engine running, I would get it running and use a mix of WMO and diesel for fuel. Its hard for injectors to stick or an HH to stick if the system is well lubricated.
