    It sounds like your weight retainer inside your IP has came apart. Read what I posted on posted above, pull the timing cover off (little plate on the side with two screws) and see if there are bits of rubber in there.

    I have found on several CUCVs that a warm starting issue was a dying injector pump. Next time is doesn't want to start, try pouring some water on the IP. If the water seems to help, your IP is going bad.

    Sounds like the only legal way to move it is to haul it or go there and get the VIN so you can register it before you recover. I know TN has a trailer registration law but by and large it's not enforced on non-commercial vehicles.

    If the lever has pressure on it, it won't move. Is you cable wound tightly on the drum? You should be able to get the PTO seal at NAPA. I don't know the number but the seal should have a number on it or you can measure the OD and ID to get the size.
