Holy crud, there is most, if not ALL your problem! Time to pull the turbo and clean it. Walnut shells in a CLEAN abrasive blast cabnet would take care of that easily. No glass bead or sand particles allowed though, bad for the bearings. We used walnut shells in a FAA certified engine repair...
Take off the turbo inlet and see if you can deflect the blades and make them contact the housing. You shouldn't be able to. Also the turbo should turn smoothly by finger with a small bit of resistance. My guess if that it isn't a clogged air filter, the turbo has pooped the bed. :(
