Ukraine is a very big country and Russian forces are only in Crimea, where they had bases anyway. They have secured and occupied Crimea, no where else. It is a political move, there will be no fighting.

Licensing a track vehicle for road use in the US depends upon the state. Some you can, some you can't. I have known collectors in Kentucky, Texas, Kansas, and Florida that have done so, but know nothing about any other states.
