That little lever is for the front axle engage. Left to engage, right to disengage. The steering is hard because you have manual steering (aka Armstrong steering) on a big heavy truck.

I'm no transmission expert but I would look for something jammed in between the synchronizer and the gearing. Perhaps a bit of metal from a chipped gear.
Try putting a diode across the small leads. Get a 1N4007 (a general purpose diode from Radio Shack but almost any 1N400? will work). Install it with the anode (the side with the line) to the + side of the relay.
The soft tops work pretty good to keep cold out. But your best bet is to get boots for the shifter and the transfer case hi-lo lever. Get something to seal the front windows, they are notorious for leaking. The side windows generally do not fit well, either.
