A rule that I go by when buying vehicles is that if the vehicle is local than its worth a extra $800-$1000 in saved shipping/driving costs.

I've owned two 003a's in the past 16 years and this is the first time I've ever had to use one and its been running like a champ and also burning less than a gal/hr. [thumbzup]
Try retiming your engine using a vacuum gauge.
I found that both my 230's in my M-37 & WC-21 ran great at about 2°btdc and were getting a steady 20inches on the vac gauge ( this was at sea level ).
After doing both of my vehicles this way ( and tweaking the carb adjmt ) it took care of the flat...
