Don, mine turned out to be the PCU, Pneumatic Control Unit. Under the shield to the right of the shift tower. I swapped that out with a take off someone sold me and presto, everything started working. I do have to have the head lights or park lights on on to see the dots working on this...

Almost all my vehicles came straight out of the bases with markings intact. I don't see that as an issue.
