I have both a MEP-018a 3600 rpm gas unit, big brother of the 017a and a MEP-003a 1800 rpm diesel. Although the 003 runs slower it does have a more vibrating harmonic characteristic. The 018a is higher rpm but doesn't seem to be as noticeable vibration wise. The 018a does burn more fuel per hour...
In TM 9-2320-361-34 it shows the thrust washer on the other end of the drum. Opposite the worm gear housing and one at the shift fork

Most likely either the gauge or the transducer is bad. Both the voltage and frequency gauge will work with the main breaker open. Be sure to check the connections on the transducer and the gauge. With the age of these sets and the conditions they were in corrosion is always possibility.
Be sure the seller has the title in hand before you shell out one penny, no matter how good a deal is. That assumes that you will need a title in your state to get tags.

You can check and see if your pump is at least move diesel by turning the switch to "Prime/Run" and listen to the fuel tank. You should here the unused fuel returning to the tank...
Might want to have some new shoe return springs on hand. Didn't see it in your list. Would be a good time to add a remote reservoir for the MC if you don't already have one. Just throwing out some ideas.
