I have two of those; one mounted on the dashboard radio bracket and one mounted to the aft side of the center console. Still nothing where the fire bottle is supposed to be, other than a clamp for the giant wire bundle going into the center console.
As mentioned, those are part of the wiper circuit that the previous owner disconnected because they slow the wipers. You don't need them.
