    1st question, after the unit is up and going, if you hit the start switch back to start do you hear the starter grinding? It could be K20 relay which is the oil pressure relay or the mag pickup or the ac interrupter switch.

    You may already know this but the rings have a certain way they go on "up and down" and they are marked on the rings for the orintentiation.

    Every engine I've worked on had the pushrods stamped with the year the engine was manufactured. I could always tell someone had been into an engine before me if the pushrod had different dates on them. But if they all have the same date, I wouldn't be worried, just if they all had different...

    Is your voltage gauge working? Are you reading 120 at each leg? It may just be the gauge, they are known to fail. I would take some electrical cleaner and spray the reconnection switch while turning it from 240 single phase to 208 3 phase several dozen times. Sometimes the connections get dirty...
