If you look on the side of the generator where you check the oil. Mounted on the side of the motor will be a solenoid with a boot and arm connected to a lever, the lever is what shuts the unit down. Have you checked to make sure the solenoid is still connected to the lever??? They sometimes come...
You've got to have everything hooked up correctly for these machines to run right. If you don't have the speed sensor hooked up then the exciter will never fire for the generator. That would be the reason your only getting 24 volts. I suggest you start from the beginning and hook all your wires...
Wonder how it mushroomed out? When you get it up and running take exhaust temperature readings to make sure its putting enough fuel into that cylinder. Also keep a close eye on your oil level since you polished the piston down because it could leak fuel into the crank case. Just things to keep...
The pumps are very simplistic and I've had several apart to clean them. Try carb cleaner as mentioned above and then spray with wd40. If they continue to be hard to move then they are not put back together correctly. Take it back apart and reassemble.

If its not to bad, run a steel bar through the vents and pull back.
If they were to badly crushed, I would just take it off and then cover the blower hole with metal mesh. I usually just riveted it to the rear housing
Anyone have a source for the access doors on the 803a? I need the complete door/hinges on the starter side and the door/hinges covering the gauges. I've called all the usual places like Delks, Owl, Oshkoshequipment, etc.
If you got it to rotate with just seafoam you should be fine without removing the head. If you have to pull the head, leave the exhaust and intake manifold in place and pull it all at once. All gaskets will be destroyed when you pull the head or the side cove.
