Have you jacked up the front and and turned lock to lock? Your axle shaft ujoint are in good shape? What did the fluid look like that came out? And i would have installed a filter when replacing the pump, most require it to uphold warranty.

I think high altitude is the problem. Yes less fuel should mean less smoke, but do you exclusively drive in high alt? I would go turbo to help restore performance, but thats costly Could start cheaply by opening up your air intake some. More air could compensate for the lesser amount of oxygen

The 89-93? Not really sure on years, but some early 6.5 civy diesels have a vacuum pump with a tach sender on it too i believe. Not sure if it will interchange with the mil tach though, worth looking at the junkyard though
