The Tatra seems to be pretty popular with these guys. Looks a lot like the old VW vans that would explain it being a German truck. Back when I was a kid we had one of the old VW vans.

My heater fan will run with the master switch shut off. Its easy to miss on a cold day.

You can believe that insurance companys know this. This is reflected in the low cost to insure these trucks. Check out the cost to insure a 1000cc plus motorcycle or comparable sports car.

I'd check bulbs then switch.
