Try this, pull the drain plug on the transmission and dump the fluid. See how much comes out; it should be about 4 gallons. If there's a lot more than 4 gallons, that might be your problem.

Try putting a cover on the glad hand or take it off and cap the pipe to see if the air pumps up and the system works normally. Maybe something is missing or installed wrong.
Is there a valve somewhere near the glad hand? My M929 has a valve right above the front emergency glad hand and if the valve is open and the glad hand cover is off, it will vent air.

Ron, what did you do with the outer seal when running as a wet hub? Did you leave it out or put the old one back in? It seems like the seal doubles as a washer between the hub nut and the bearing.
