Here in Florida, there is a no title policy for trailers. When I got my 3 M-1102 trailers this past summer, GL sent me a bill of sale for each unit stating Florida's no title policy & saved me $180.00. I don't know anything about Ohio's DMV view of trailer titling or registration.
Take Jeep sinker with you & let him kick the tires & such. If he likes it, buy it & take him up on the fine tooth comb deal. The winch makes it a deal breaker for $6K if it is operational.
I'd keep looking for a better truck considering the condition you described above. If you have to have it, a grand or so @ the max. Remember, you gotta pay to get it running before you put it on the street, not to mention the work required to make it happen. A better condition truck for more...
