Define small as it relates to this. A similar law exists where I live. My solution was a K40 antenna whip and a hotdog. Any time I have a fire, I put a hotdog on that whip and stab it into the ground several feet from the fire. When FD responds, I politely point to the hotdog I'm slowmcooking...
If it's a pickup, you can get a nice one from harbor freight. I have one bolted to the underside of mine and it was initially for a hitch haul but I've used it for plenty of small trailers without incident.

Purely from a financial viewpoint, you may have more invested in converting to a juice tranny then an M931 would cost. Also, if you want unique, start with a cargo truck, move the axles back to the rear of the frame and have a long wheelbase tractor. Might even have enough room for an S318...

Looking at the numbers on that joint, I'm guessing is a 1350 for a 3/4 or 1 ton. Spicer number for a 1350 joint is 5-178X and I see 178 in the part number.
