Make sure it is not coming from above somewhere, the picture is of little use. If it is not coming from above (water cross over etc) it sounds like the water pump or the timing cover behind the water pump is leaking.

The best I can suggest is get a pressure test kit, pressure up the system and use a mirror on a stick to look around and see where it is coming from, several possibilities. I would say in FL it would be rare to have the fan not come on during a 70 mile jog.
