All the ones I have had are hydraulic, does not mean there are no gas shocks out there.
Gas shocks are more expensive and require frequent replacement in heavy duty applications so I would assume the government does not like purchasing them.
Only gas shocks rebound on there own.
EDIT, I am not sure if the M1123 had gas shocks or not, just about all the shocks I see for sale are obviously not gas
I would highly recommend doing all the maint described in the TMs, change all the fluids, the reduction hubs for example only have a few ounces of gear oil in them, neglecting those as well as other items can cost you dearly in the end and you have no history to go on so you have to start at the...
If it were me I would put 500-1000 miles on it while attending to the many other issues you will have before going back to the engine.
This is assuming you have already changed all the filters and oil.
Again, I would put some HOURS under LOAD before I would do anything, you might just need to re-seat the rings after having all the oil washed off the cylinder walls.
You are not going to cause any more damage.
Considering where you are it may be easier to put new brushes it it, not sure how the surplus market is there, who knows they may be on every street corner :)
IMHO cheap batteries can lead to very expensive problems like fried EESS boxes, ($600 plus)
Also if you are thinking of taking the "cheap" road with a HMMWV you have a long row to hoe again just my opinion.
Just make sure you tie what ever you use down, just about any battery can be fit in there.
