Thanks for the pic waterguy! It looks like they made a ~1x8x12 or so bracket and welded it in-between the frame rail and A2 bracket to extend it down about 3 inches or so.
My truck has simple pull cables with a ring that hangs on a loop on the frame rail. When I shut it off for the day I reach in and pull for about 45 seconds and it clears both tanks.

rustystyud is correct (as usual)! If that turbo is leaking you're very lucky it's leaking externally. If it starts to leak into the compressor side significantly you will have a runaway engine on your hands.
