I would offer to pay the costs involved for the current owner to get the title then buy it . The costs should be the same for them to title it as it would be for you to , if they can't get a title your probably not going to have much better luck if you are in the same state.
Wanted to buy ads should be included . Just the ad post and use PM's with one bump every 7 days like the rule is now , but people refuse to follow. If people can't manage their PM box how are they going to manage their ads ?

Your best bet is to look up the parts in the parts TM and google the part number . Looking this up will tell you the correct name for the parts you are needing , then you can use the cross reference .
The bottom line on V.I.N.'s is the number stamped in the frame , data tags have been known to be swapped before and after being surplused out . If it is a door tag and the door changed who is to say the data tag matches the frame without actual inspection of both numbers.
