get another meter and try. if the engine speed is changing (hertz) you should be able to tell. if it sounds the same and the onboard meter stays steady got to be somthing up with your meter.
i got a 002 with 9600 hrs. from gl that runs great no smoke it had some new parts on it ip pump starter,meters. ive used a 802a through 3 hurricanes for a total 14 days and put 260 hrs. on it. a high hr. gen. dont bother me.
just set it for 120/208 3 phase mode select 2 phases this is how i used mine for residental use . i didnt run any 220 volt stuff though, its 3kw output would limit it in that mode anyway.

its the engine noise you will need to mask. the exhaust gets a little noisier when i put 6kw on the 002, point the exhaust straight up. if you shelter it in a shed away from your house 75 or 100 ft. its no more anoying than a central air. the 002 probley wont do your central unit though

i have used mine before on my house before in the 120/208 mode. you could do the mod. or just turn the reconnect to 120/208 3 phase and you will have your neutral . you will have 208 instead of the 240 but most 240 things will run fine on this i know my hot water heater did.
i have a 018 i ordered a muffler from saturn surplus its the same as the 5 kw the exhaust will exit at the top right then. the kit will comes with the flange adapter for the 10 kw so its intended for either unit.
i believe its 650 rpm . you can try cleaning the contacts first. get a can of contact cleaner spray the contacts liberally and pass a piece of paper between the contacts a few times. i would try this before adjusting them unless their bent or way out.
